Developing a safer road user behaviour index

Abstract Road user behaviour is an essential factor of increasing the rate traffic accidents worldwide. safety experts and scientists consider aspects road users' to be main risk factors for fatalities. These include drinking alcohol, speeding, not wearing seat belts, helmets when riding two-wheeled vehicles, using child restraints, consuming illegal drugs, being distracted by mobile phone use. This paper aims investigate role these in assessing through aggregating them build a composite indicator that can used countries benchmarking cross comparison, then identifying most successful practises. To achieve this aim, data related selected indicators, life-saving rate, real crash were collected. The indicators weighted simple theoretical methods. aggregated additive method. developed index was applied 12 European test validation investigation correlation between index’ ranking with according It concluded assess protection system speeding severity crashes. However, remaining likelihood crashes occurrence needs more investigation. also only reducing fatalities some countries. enhances multidimensional approach defining safety. Based on this, it recommended other conducting research, developing indices safety, recommending solutions. results show UK, Sweden, Ireland have strategies improve among countries; therefore, take lessons from practices.
